William J. Carter

William J. "Bill" Carter, 59, of Pittsburgh, PA, formerly of Steubenville, passed away unexpectedly in his home on March 13, 2023. He is the son of the late Donald and Dorothy Mihalik Carter. He graduated from Steubenville High School, Ohio Valley School of Nursing, and received his BSN from Carlow College.

He worked at UMPC Hospital for 35 years. He was a Sr. Case Manager in the Advanced Lung Disease unit. He was also involved with the Center of Excellence to improve the quality of life in the ALD unit. He loved his work and all of his co-workers. Bill was a big Steelers fan.

He is survived by his two sisters, Linda (John) Miller, and Donalyn (Richard) Sutton, One niece, Mendie (Shane) Hritz, four nephews, Aaron (Julianna) Miller, Ryan (Molly) Miller, Bryan (Melissia) Sutton, Cory (Jennifer) Sutton, great nieces and nephews, Mackenzie and Avery Hritz, Saralyn and Zachary Miller, Mason and Carmella Miller, Matthew and Holly Sutton, Alden, Anna Lyn and Adalyn Sutton.

Memorial visitation will be held Saturday, March 25, from 11:00 am until the time of services at 1:00 pm at Mosti Funeral Home, Sunset Chapel, 4435 Sunset Blvd, Steubenville. Fr. Jack McCoy will officiate and burial will follow in Fort Steuben Burial Estates.
